Why do I need a sheltering plan?

Where required by law, the sheltering plan must be completed by 1 July 2027

The plan helps determine whether and where people can safely shelter within the building.

It establishes how people can access the designated sheltering area and how sheltering is organized within the building.

The plan defines the responsible persons and their duties in an emergency.

A sheltering plan helps you prepare for emergencies

A sheltering plan describes how people in a building should take shelter in the event of an immediate threat. It answers practical questions such as where people should shelter, how they can reach the designated sheltering area, who is responsible for coordinating the process, and what actions need to be taken during an emergency.

Which buildings are required to have a sheltering plan?

The requirement to prepare a sheltering plan applies to both new and existing buildings that meet the criteria established by law.

Generally, a sheltering plan must be prepared for:

  • buildings with an enclosed net floor area of more than 1,200 m²;
  • industrial buildings with an area of 1,500 m² or more.

A plan must also be prepared if sheltering within the building is not possible. In this case, the plan must describe the existing situation and set out how people should act in the event of an immediate threat.

The plan specifies the sheltering solution that is available or planned for the building and where it is located.

We define who is responsible for coordinating sheltering and specify the duties of the responsible persons.

Emergency procedures

We describe how sheltering is organized within the building and what actions need to be taken in the event of an immediate threat.

Required adaptations and recommendations

If an existing space can be better prepared for sheltering, we provide recommendations for the necessary modifications and safety measures.
