A fire safety inspection assesses the compliance of a building and the surrounding territory with fire safety requirements.

The new amended Fire Safety Act that took effect in 2021 established a new obligation to thousands of offices, industrial buildings, warehouses, and garages – instead of submitting a fire safety self-check report as before, a specialist must be called to the location, who will be responsible for a thorough fire safety inspection of the building.

The first obligatory fire safety inspection must be completed:

  • in office buildings with an area over 750 m2 – by 1 January 2023 at the latest
  • in industrial facilities and warehouses with an area over 1,000 m2 –– by 1 January 2024 at the latest
  • in garages with an area over 1,000 m2 – by 1 January 2025 at the latest

The following buildings are not required to organise an inspection:

  • buildings that are higher than 28 metres
  • an enterprise with major hazard pursuant to the Chemicals Act

How will I know that I must order a fire safety inspection?

The first obligatory fire safety inspection must be completed:

  • in office buildings with an area over 750 m2 – by 1 January 2023 at the latest
  • in industrial facilities and warehouses with an area over 1,000 m2 – by 1 January 2024 at the latest

The possessor of the building organises a fire safety inspection. If several possessors use the same building, the owner of the building organises a fire safety inspection.

How can I prepare my building for the inspection?

Please prepare various documents, such as the design documentation of the building, agreements for the construction and maintenance of various fire safety installations as well as the plan of action for the event of a fire. A fire safety specialist will provide you with a precise list of documents that they need before arriving on site.

It is essential that the possessor of the building allows the specialist conducting the inspection to enter the building and premises in their possession and submit all relevant data and documents.

What happens if I cannot complete the fire safety inspection by the due date?

The owners and possessors of office buildings who fail to complete a fire safety inspection in their building on time receive a precept with a specified term from the Estonian Rescue Board. Please do not leave the inspection to the last minute because there are very few fire safety specialists in Estonia and they might all be busy with inspections at the end of the year.

What happens if there are deficiencies in the fire safety of my building?

A specialist of Forus prepares a fire safety inspection report for the building after each inspection. Whenever deficiencies are discovered, we offer practical advice for rectification and arrange a time for a new meeting with the possessor of the building. If the identified deficiencies can be eliminated quickly, then the person conducting the fire safety inspection agrees on the deadline for the elimination of initial deficiencies with the owner/possessor/authorised representative of the building.

If the deficiencies are eliminated within 30 days, then a statement on the good condition of the building is prepared.

How often is a fire safety inspection required?

If no deficiencies are discovered during a fire safety inspection, the owner or possessor of the building arranges another fire safety inspection in six years at the latest. If the building has deficiencies, the next inspection must be conducted in three years.
